There is a specific kind of confusion that hits American travelers planning a winter in Mexico, and Durango sits at its center. You search "Durango safety," and two sets of numbers appear to describe two different countries.

One set says the city is one of the safest in Mexico. The SafeTravel México 79-city index puts Durango at 1.30 out of 10 — the 5th lowest score in the country, behind only Valladolid (1.00), Mérida (1.05), Campeche (1.15) and Xalapa (1.16). Durango state closes 2025 in the second place nationally for fewest intentional homicides, according to the state's own reporting on SESNSP figures, and the state sits in the top three of the Índice de Paz México 2025 published by the Institute for Economics and Peace, behind only Yucatán and Tlaxcala. By those measures, Durango is one of the three most peaceful jurisdictions in the country.

The other set says do not go. The US State Department lists Durango state at Level 3 — "Reconsider Travel" — due to crime, a tier it shares with Baja California, Chihuahua, Guanajuato, Sonora and Zacatecas, and a tier one notch above the Level 2 "Exercise Increased Caution" rating that Cancún, Los Cabos, Tulum and Puerto Vallarta carry.

Both are true. They are not describing the same geography, and the gap between them is where the actual travel decision lives. This post takes the contradiction apart: what the State Department rating is and is not measuring, what Durango city's own numbers look like, the four zones that account for nearly all reported crime, and the honest verdict for someone booking a winter 2026-27 base.
