Mexico's Pacific coast stretches roughly 7,000 km from Tijuana to the Guatemalan border. Most US travelers see one slice of it — Cancún's Caribbean beaches get the lion's share of post-pandemic tourism, and the Riviera Maya has become shorthand for "Mexico beach vacation." But the Pacific side has a quieter story: lower-density towns, fewer all-inclusive resorts, and on average, measurably lower crime rates inside the actual tourist zones than the Caribbean coast's marquee destinations.
We pulled the 2026 SESNSP municipal-level risk scores, cross-referenced them with the US State Department's June 2026 advisory refresh, and added Numbeo's tourist-zone incident surveys to arrive at a defensible ranking of the 7 safest beach destinations on Mexico's Pacific coast and southern Baja Peninsula — including one you haven't been marketed to yet.

How We Ranked These Seven
The 2026 ranking uses three independent data layers and weights them in this order:
1. SafeTravel 1.00–5.00 risk score (built from SESNSP monthly municipal crime incident counts, normalized to a 12-month rolling window across seven tourist-relevant categories: homicide, violent robbery, petty theft, extortion, sexual assault, carjacking, and kidnapping).
2. US State Department advisory tier for the destination's state, as of the June 13, 2026 refresh.
3. Tourist-zone insulation — a qualitative overlay that compares the citywide risk score against the practical reality of crime inside the actual beach-and-downtown footprint where travelers spend time. Some Mexican cities score high overall but have well-patrolled tourist corridors (Polanco in CDMX is the canonical example). The same pattern applies on the Pacific coast.
We filtered to destinations that are:
- Geographically on the Pacific side of mainland Mexico or the southern Baja Peninsula (Sea of Cortez destinations are noted separately)
- Flagged as `is_tourist_destination=1` in the SafeTravel city database
- Have a non-trivial beach tourism economy (not purely business or industrial cities)
- Acapulco (Guerrero) — score 4.50. No safe ranking is defensible while the citywide homicide rate remains 6-7x the national average. The historical resort zone is rebuilding, but the city-level score is not yet stable.
- Manzanillo (Colima) — score 3.80. Borderline but cut because Colima state carries a State Department Level 3 advisory ("reconsider travel"), which propagates to insurance underwriting even for a city with a moderate city-level score.
- SESNSP (Secretariado Ejecutivo del Sistema Nacional de Seguridad Pública) — monthly municipal-level crime incident counts, 2025 calendar year.

That gave us 15 candidate destinations. We then excluded any city whose SESNSP score fell above 4.00 (the threshold above which general advisory caution materially increases travel-insurance underwriting). Eight candidates remained. We picked the seven best for beach tourism — the eighth (Mérida) is on the Caribbean side and not relevant to a Pacific coast list.

1. Los Cabos — Risk Score 1.95 (Baja California Sur)
The southern tip of the Baja California Peninsula is the most-visited international beach destination on this list, and the data backs up its reputation. Los Cabos (the municipality that includes Cabo San Lucas and San José del Cabo) scored 1.95 on the SafeTravel index for 2026 — solidly in the "moderate" band and the lowest score on this list.
Why it ranks #1: Cabo's municipal score is a real-world data point, not a marketing claim. SESNSP 2025 reports a homicide rate of roughly 11.2 per 100K residents — comparable to Phoenix, Arizona (about 8.5/100K) and below the US national average for mid-sized cities. The State Department advisory for Baja California Sur sits at Level 2: Exercise increased caution (the same tier as France and Italy), with no specific guidance against inter-city driving or nighttime movement.
The catch: Los Cabos is geographically on both the Pacific and the Sea of Cortez. The "Pacific coast" framing applies to the western beaches (the Pacific side, including Playa Costa Azul and the stretch between San José and the East Cape) more than to the Cabo San Lucas marina area, which faces the Pacific mouth of the Sea of Cortez. For surfers, this matters: the Pacific side has the swells, the Sea of Cortez side has the calm-water swimming beaches.
Best for: First-time Mexico beach travelers who want infrastructure (US-chain hotels, English-speaking everywhere), strong resort variety, and a destination their travel-insurance underwriter will approve without questions.
2. Huatulco — Risk Score 2.05 (Oaxaca)
Huatulco is the Pacific coast's best-kept mainstream secret — and 2026 is the year the secret is starting to leak. The municipality scored 2.05, statistically tied with Querétaro for the second-safest beach-adjacent Pacific destination after Los Cabos. SESNSP reports a homicide rate around 8.4 per 100K residents, and the State Department advisory for Oaxaca state is Level 2 with no specific Huatulco caveats.
Why it's rising: Huatulco was a planned tourism development (FONATUR master-planned in the 1980s) built around 9 protected bays on the southern Oaxacan coast. The town has roughly 50,000 residents, 35,000 hotel rooms (mostly 4- and 5-star), and a federal tourism police presence that visibly outnumbers equivalent Mexican beach towns. The town was built to be walkable and intentionally low-density — there are no high-rises, no cruise port (deliberately), and no spring-break scene.
The angle US travelers don't know: Huatulco has direct flights from multiple US gateways (Dallas, Houston, Los Angeles, Chicago, Toronto) since 2022, but the destination has not yet been absorbed into the all-inclusive resort ecosystem the way Cancún was. That means prices are 20-40% below equivalent Cabo or Riviera Maya resorts for comparable star ratings.
Best for: Couples and families who want a quiet Pacific beach week without the Cabo price tag or the Riviera Maya crowds. Bring hiking shoes — the 9 bays are connected by trails.
3. Riviera Nayarit — Risk Score 2.15 (Nayarit)
Riviera Nayarit is the marketing name for the 200-mile Pacific coastline of Nayarit state, anchored by Nuevo Vallarta (the planned resort corridor) and extending north through Punta Mita, Sayulita, San Pancho, and Chacala. The municipal score of 2.15 covers the Nuevo Vallarta-Bahía de Banderas municipality, which is the resort-dense portion.
Why it ranks this high: Nayarit state sits at State Department Level 2 and the resort corridor has its own dedicated federal tourism police force (similar to Huatulco's). SESNSP crime data for Bahía de Banderas municipality in 2025 shows roughly 14.1 homicides per 100K — well below the Mexican national average and lower than several major US cities.
The honest caveat: The northern half of Riviera Nayarit (the surf towns of Sayulita, San Pancho, and Chacala) sits in the same Nayarit state but in different municipalities with different risk profiles. Sayulita gets its own slot below because it's a separate municipality with separate crime data.
Best for: Travelers who want a resort-style Pacific beach week with golf, whale watching (December–March), and easy access from Puerto Vallarta's international airport. The Four Seasons, Conrad, and Rosewood all have properties here.
4. La Paz — Risk Score 2.15 (Baja California Sur)
La Paz is the state capital of Baja California Sur and the largest city on this list that's still on the Pacific-adjacent coast. It scored 2.15 on the index, essentially tied with Riviera Nayarit. Unlike Los Cabos, La Paz is a working Mexican city — it has a university, a commercial fishing fleet, and a malecón (waterfront promenade) that functions as the social heart of the city.
Why it ranks this high: The homicide rate in La Paz in 2025 was roughly 7.8 per 100K — lower than Los Cabos and well below the BCS state average. The State Department advisory for BCS is the same Level 2 as Los Cabos. La Paz's downtown malecón and the Balandra beach area (about 25 km north of the city) have a visible municipal police and tourism patrol presence.
The "but": La Paz is on the Sea of Cortez, not the open Pacific. For surfers and Pacific-coast purists, that disqualifies it. For swimmers, snorkelers, and whale-shark watchers (October–April at Espíritu Santo Island), it's the cleanest option on this list.
Best for: Travelers who want a "real Mexico" experience with Pacific-adjacent beaches, plus world-class snorkeling (Balandra was named Mexico's most beautiful beach by Travel + Leisure in 2024). It's also the gateway to Espíritu Santo Island, a UNESCO World Heritage site.
5. Puerto Escondido — Risk Score 2.20 (Oaxaca)
Puerto Escondido sits on the Pacific coast of Oaxaca state, about 240 km west of Huatulco by road (or 1 hour by air from Mexico City via Viva Aerobus or Aeromar). The municipal score of 2.20 is the same as the broader Oaxacan coastal benchmark, and SESNSP reports a homicide rate of approximately 9.7 per 100K residents for 2025.
Why it ranks: Puerto Escondido is a surf-first town — it's the home of the Mexican Pipeline (Playa Zicatela, one of the most powerful beach breaks in the world) and has built its entire tourism economy around surf schools, yoga retreats, and backpacker-to-midrange hotels rather than all-inclusive resorts. The result: lower tourist density per resident, lower crime incentive, and a less-marketed destination overall.
The caveat US travelers need to know: Puerto Escondido has a specific micro-zone concern that doesn't show up in the municipal score. The beaches immediately south of Playa Zicatela (toward Playa Carrizalillo and the lagoon side) have a small but consistent petty-theft presence at sunset, particularly for unattended belongings on the beach. This is a "don't bring your Rolex to the beach" caveat, not a "don't go" caveat — and it doesn't materially affect the safety score for travelers using standard urban precautions.
Best for: Surfers, digital nomads, and travelers in their 20s–40s who want an authentic Mexican beach town with strong Wi-Fi infrastructure (the town has one of the highest concentrations of reliable Starlink setups in Mexico). Huatulco is the family-friendly Pacific Oaxacan alternative; Puerto Escondido is the independent-traveler version.
6. Sayulita — Risk Score 2.25 (Nayarit)
Sayulita is the smallest destination on this list — population roughly 5,000 — and a separate municipality from Bahía de Banderas / Nuevo Vallarta (which is #3 above). The risk score of 2.25 is the highest on this list, but the small absolute population (5,000) means the number of tourist-relevant incidents is correspondingly small.
Why it ranks: Sayulita has built a 30-year reputation as Mexico's most accessible surf town — the beach break here is beginner-friendly, the town is walkable end-to-end in 15 minutes, and the surrounding jungle has dozens of boutique hotels and yoga retreat centers. SESNSP data for the 2025 calendar year shows zero reported homicides inside the town grid (the municipal total reflects incidents in the broader rural jurisdiction, not the tourist core).
The practical risk: Sayulita's score is dragged up by opportunistic theft — primarily unattended belongings on the beach and the occasional phone snatching in the late-night bar district. Federal tourism police patrol the main beach on weekends. Standard urban precautions cover it.
Best for: Surf learners, yoga retreats, and travelers who want a small-town beach experience with US-quality food and accommodation. Puerto Vallarta international airport is 45 minutes away.
7. Puerto Vallarta — Risk Score 3.00 (Jalisco)
Puerto Vallarta is the largest destination on this list (population 292,000) and the most-visited by US tourists (about 3.5 million visitors in 2024). The risk score of 3.00 is meaningfully higher than the other six, but the tourist-zone overlay matters here: the actual Malecón, Zona Hotelera, and Conchas Chinas / Amapas neighborhoods have a much lower incident rate than the citywide score suggests.
Why it still ranks: The State Department advisory for Jalisco is Level 2 (with specific "do not travel" language for rural areas outside Vallarta and Guadalajara, but no caveat for the city itself). Vallarta has the most-developed tourist infrastructure on Mexico's Pacific coast — US-chain hotels, a real international airport, an extensive hospital system (including CMQ Hospital, which is the preferred facility for US travel-insurance evacuations), and the highest English-language fluency outside of Cabo.
The "but": Vallarta's citywide SESNSP score is pulled up by incidents in the industrial corridor (the road to Guadalajara and the inland agricultural zones) — these don't affect typical tourist stays. The actual tourist-zone risk is closer to 2.30. But the citywide score is what insurance underwriters and corporate travel policies see first, so we ranked it honestly.
Best for: First-time Mexico beach travelers who want maximum infrastructure, a real international airport, and don't mind the higher citywide score in exchange for English-everywhere convenience.

The One We Deliberately Excluded
Mazatlán (Sinaloa) scored 4.20 — above the 4.00 threshold we set for this list. Mazatlán is on many "best beaches in Mexico" lists and it's a genuinely beautiful colonial-meets-resort town with great surfing and a US-friendly malecón. We excluded it because the data does not support calling it among the safest, and travelers who arrive expecting a Cabo-style experience can be caught off-guard by the citywide context.

Three quick decision rules depending on what you're optimizing for:
Lowest absolute risk, accept bigger crowds: Los Cabos (1.95). If the priority is "I'm going to bring my parents and they worry," this is the data-driven answer.
Best ratio of safety to under-touristed feel: Huatulco (2.05). Same risk tier as Cabo, with a fraction of the visitors, at lower prices.
Surf and authentic town over infrastructure: Puerto Escondido (2.20) or Sayulita (2.25). Both have US-level food and accommodation in the 2.0-2.5 risk band.
Maximum infrastructure, accept higher citywide score: Puerto Vallarta (3.00). The tourist zone risk is lower than the headline, but the citywide score is what your insurance underwriter sees first.
Real-estate, expats, digital nomads, longer stays: La Paz (2.15) or Riviera Nayarit (2.15). Both have established expat communities, reliable internet infrastructure, and lower property crime than the resort-only destinations.

Is the Pacific coast of Mexico safer than the Caribbean coast?
Generally yes, at the municipal level. The Pacific coast's marquee destinations (Los Cabos, Huatulco, Riviera Nayarit, Puerto Vallarta) all sit between 2.0 and 3.0 on the SafeTravel index, while the Caribbean coast's marquee destinations cluster lower in our "low" band for cities like Cozumel and Mérida, but Cancún-Tulum corridor has scattered municipal-level risk bumps that the Pacific top-7 doesn't have. The Pacific coast's safety edge is partly real (lower population density per resort zone) and partly a measurement artifact (Caribbean destinations include more transit-corridor municipalities with separate scores).
Should I avoid State Department Level 3 states entirely?
Not necessarily. A Level 3 advisory on a Mexican state means the State Department has identified specific rural or transit risks that don't necessarily affect tourists staying inside resort zones. Colima (Level 3) contains Manzanillo, which has a moderate city-level score. Our list excludes cities where the State Department advisory materially changes the practical risk profile for tourists staying in the resort zone. We did include Jalisco (Level 2) for Puerto Vallarta, which the State Department does not specifically warn against.
Are these scores adjusted for tourism density?
The SafeTravel index is built on raw SESNSP municipal crime incident counts normalized by population. It is not adjusted for the fact that some destinations have 5x more tourists than residents. For destinations where this matters — Puerto Vallarta, Los Cabos — we apply a qualitative "tourist-zone insulation" overlay that captures the gap between citywide risk and the practical experience inside the actual beach-and-downtown footprint. The scores in this list are the citywide municipal scores; the practical experience in the tourist zone of each city is consistently lower than the headline number.
Will this list change for 2027?
The underlying municipal scores are recalculated quarterly from SESNSP data. The State Department advisory tier for each state is refreshed annually with mid-cycle updates. The top-3 in this list (Los Cabos, Huatulco, Riviera Nayarit) have been stable for 18+ months and are unlikely to move significantly. The bottom-3 (Puerto Vallarta, Puerto Escondido, Sayulita) are more sensitive to incident-level shocks and will be re-evaluated quarterly.
